Discover Our StoryOrganizational Background
A nonprofit focused on youth safety, stability, and educational success in Illinois

Our work combines federally funded youth housing and outreach, community hunger relief, and primarily higher-education support. We maintain strong internal controls, timely reporting, and formal partnerships with schools, healthcare providers, and community organizations.
While Raawi Trust has not previously operated a licensed residential group home, shelter, or Transitional Foster Care (TFC) program, the organization and its leadership team bring extensive experience running compliance-heavy, 24/7 operations, coordinating youth-serving services with community partners, and delivering grant-funded programming with strong internal controls.
With a strong quality and a strict hiring criterion, we take pride and confidence in our ability for the implementation of this project.
Why This Experience Makes Raawi Trust Low-Risk
24/7 Residential Operations
Proven competency through our Transitional Living Program (TLP), operating to federal timelines, staffing ratios, and safety standards in a housing context.
Integrated Legal Access
Our outreach infrastructure supports Know Your Rights (KYR), counsel access, transport, and private meeting space—addressing critical gaps for unaccompanied children.
Education & Stabilization
Demonstrated expertise in academic persistence strategies, multilingual access, and practical logistics that align with youth well-being and educational success.
Community Hunger Relief
Operating a local food pantry with robust procurement, inventory management, and volunteer coordination—essential logistics for residential programs.
Our Confidence & Capabilities
Transitional Living Program (TLP) Approval
Raawi Trust has full confidence of getting approved by HHS for a Transitional Living Program (TLP) serving youth. TLPs are 24/7, housing-centered programs that require rigorous case management, safety protocols, and compliance with federal timelines and performance reporting—capabilities that translate directly to the proposed residential program for unaccompanied children.
Statewide Outreach Capacity
Raawi Trust has applied for the National Outreach and Communications Program and is positioned for award. Preparing this statewide initiative has expanded our coalition-building, content development, and multilingual engagement capacity—useful for legal rights education (KYR), sponsor engagement, and community awareness around youth programs.
Grants Discipline
HHS award administration, coupled with clean financial controls and timely reporting, reduces implementation risk and supports rapid scale-up.
